강윤성 감독을 비롯한 제작진은 몇몇의 기사들을 바탕으로 영화적인 살을 붙여 나가기 시작했다. 특히, ‘실화’를 바탕으로 한 영화만의 매력인, 당시 시대적 배경과 사건 실체의 리얼리티를 강조하는 것에 더해 범죄를 소탕하는 과정의 쫀쫀한 재미를 영화적으로 그려 내는 것에 성공했다. 뿐만 아니라 실제 사건의 인물을 표현하는 것이기 때문에 마동석, 윤계상 두 주연 배우의 캐릭터라이징도 영화 완성도에 큰 몫을 했다. 괴물형사 ‘마석도’ 역을 맡은 마동석은 무적의 캐릭터를 완성하기 위해 그만의 유머를 곁들여 파워풀 한 원펀치 액션을 보여 주기 위해 힘썼고, 윤계상은 처음으로 선보이는 악역인 악랄한 조직의 보스 ‘장첸’을 위해 촬영 기간 내내 영화 속 캐릭터의 모습으로 일상 생활을 하며 긴장을 놓지 않았다.

Director Kang Yoon-sung and the production team started putting on the film based on several articles. In particular, the film realistically portrays the chewy success of the fight against crime in addition to highlighting the historical settings and the reality of the incident, which is based on the film's unique charm. In addition, characters from the two main actors, Ma Dong-suk and Yoon Kye-sang, also played a big role in the film's completeness since it represents characters from real events.
